ລັດຖະບານ ໄດ້ຮັບການຊ່ວຍເຫຼືອທາງດ້ານ​​ທຶນຮອນຈາກທະນາຄານໂລກ ເພື່ອຈັດຕັ້ງປະຕິບັດໂຄງການສິ່ງແວດລ້ອມ ແລະສັງຄົມລາວ (ຄສລ2), ໂດຍຜ່ານກອງທຶນປົກປັກຮັກສາສິ່ງແວດລ້ອມ () 2 ຈະຊ່ວຍ (i) ສ້າງຄວາມເຂັ້ມແຂງໃການບັງຄັບໃຊ້ກົດໝາຍສັດປ່າ, (ii) ປັບປຸງຄວາມສາມາດໃນການສະໜອງທຶນຂອງກອງທຶນປົກປັກຮັກສາສິ່ງແວດລ້ອມ (ກປສ), (iii) ສະໜັບສະ​​ໜູນການສ້າງຄວາມສາມາດຂອງການຈັດຕັ້ງແຫ່ງຊາດ ເພື່ອສ້າງ​, ຕິດຕາມ​ການຕັ້ງປະຕິບັດ ລະບຽບກົດໝາຍດ້ານສິ່ງແວດລ້ອມ ແລະ ສັງຄົມຂອງລາວ, (iv) ສ້າງຄວາມເຂັ້ມແຂງໃຫ້ຫຼັກສູດການສຶກສາດ້ານສິ່ງແວດລ້ອມ ແລະສັງຄົມເພື່ອພັດທະນາຊັບພະຍາກອນມະນຸດ, ແລະ (v) ສະໜັບສະ​​ໜູນວຽກ​ອະນຸລັກ​ປົກ​ປັກ​ຮັກສາປ່າສະຫງວນແລະອ່າງໂຕ່ງຕອນເທິງຂອງສາຍນ້ຳທີ່ມີປ່າໄມ້ທີ່ມີຄວາມສຳຄັນຕໍ່ໄຟຟ້ານ້ຳຕົກ. ໂຄງການດັ່ງກ່າວຈະກວມເອົາ 8 ແຂວງຄື: ແຂວງຫົວພັນ, ຊຽງຂວາງ, ຫລວງພະບາງ, ວຽງຈັນ, ໄຊສົມບູນ, ບໍລິຄຳໄຊ, ຄຳມ່ວນ ແລະ ສະຫວັນນະເຂດ ໄລຍະເວລາ 2015-2021.

          ໃນຕອນບ່າຍຂອງວັນທີ 6/5/2015, ທີ່ກົມຄຸ້ມຄອງຊັບພະຍາກອນປ່າໄມ້ ໄດ້ມີພິທີເຊັນສັນຍາມອບ-ຮັບທຶນ​ຈັດ​ຕັ້ງ​ປະຕິບັດໂຄງການສ້າງຄວາມສາມາດດ້ານການຈັດຕັ້ງເພື່ອການຄຸ້ມຄອງປ່າສະຫງວນ, ອະນຸລັກສັດປ່າ ແລະ ສ້າງຄວາມເຂັ້ມແຂງ ໃຫ້ອົງການຄຸ້ມຄອງ ແລະ ປົກປັກຮັກສາແຫລ່ງນໍ້າເທີນ2 ລະຫວ່າງ ທ່ານ ສຸກກະຕະ ວິຈິດ ຜູ້ອຳນວຍການກປ (ຕາງໜ້າຜູ້ໃຫ້ທຶນ) ແລະ ທ່ານ ຄຳພັນ ນັນທະວົງ ຫົວໜ້າກົມ ຄຸ້ມຄອງຊັບພະຍາກອນປ່າໄມ້ (ຕາງໜ້າຜູ້ຈັດຕັ້ງປະຕິບັດໂຄງການຍ່ອຍ) ໂດຍຊ້ອໜ້າກົມກອງກ່ຽວຂ້ອງ ລວມຄະນະຮັບຜິດຊອບໂຄງການຍ່ອຍ ແລະ ພະນັກງານທີ່ກ່ຽວຂ້ອງເຂົ້າຮ່ວມ.

          ໂຄງການຍ່ອຍດັ່ງກ່າວມີຈຸດປະສົງເພື່ອສ້າງຄວາມເຂັ້ມແຂງໃຫ້ລະບົບ​​ນະໂຍບາຍ, ການຈັດຕັ້ງແລະ ຄວາມສາມາດຂອງກົມຄຸ້ມຄອງຊັບພະຍາກອນປ່າໄມ້ ເພື່ອປົກປັກຮັກສາແລະ ຄຸ້ມຄອງລະບົບປ່າສະຫງວນແຫ່ງຊາດ  ໂດຍມີງົບມານທັງໝົດ 2.595.440 ໂດລາສະຫາລັດ ເຊິ່ງຈະໃຊ້ເວລາ 6 ປີ  (6/2015 - 6/2021) ເພື່ອປະຕິບັດ 3 ກິດຈະກຳຕົ້ນຕໍຄື: 1) ການ​ພັດ​ທະ​ນາ​ການ​ຈັດ​ຕັ້ງສຳລັບລະບົບປ່າສະຫງວນ ແລະ ປ່າປ້ອງກັນແຫ່ງຊາດ; 2) ການ​ວາງ​ແຜນ​ ແລະ​ ບົບ​ແນະ​ນຳ​ເພື່ອ​ການ​ອະ​ນຸ​ລັ​ປ່າ​ສະ​ຫງວນ ແລະ 3) ການຄຸ້ມຄອງໂຄງການຍ່ອຍ.

ຄາດຄະເນຜົນໄດ້ຮັບພາຍຫລັງໂຄງການສຳເລັດມີຄື: 1) ການພັດທະນາລະບົບການຈັດຕັ້ງປ່າສະຫງວນ ແລະ ປ່າປ້ອງກັນແຫ່ງຊາດ (ໂດຍສະເພາະການວາງແຜນ ແລະ ການເຮັດບົດແນະນຳ) ໄດ້ຮັບການປັບປຸງ ເປັນຕົ້ນ ການສຶກສາລະບົບຄຸ້ມຄອງປ່າສະຫງວນແຫ່ງຊາດ, ໃນນັ້ນ ຈະມີເວັບໄຊຂອງກົມຄຸ້ມຄອງຊັບພະຍາກອນປ່າໄມ້, ມີບົດລາຍງານສະພາບປ່າສະຫງວນ, ແຜນແມ່ບົດຂອງປ່າສະຫງວນ, ຖານຂໍ້ມູນຂອງປ່າປ້ອງກັນແລະປ່າສະຫງວນ, ຂໍ້ມູນການຈ່າຍຄ່າບໍລິການດ້ານນິເວດ ແລະ ມູນຄ່າດ້ານເສດຖະກິດຂອງປ່າປ້ອງກັນແຫ່ງຊາດ.IMG 3025

Environmental and Social Management Framework [20 December 2014]

 

Preface 

            This document is the Environmental and Social Management Framework (ESMF) for the Second Lao Environment and Social Project (LENS2) which includes activities that are inadditionto of the Protected Area and Wildlife (PAW) project approved by the World Bank (WB) Board on 2 April 2014. The ESMF has been prepared to meetthe WB’s safeguard policies on Environmental Assessment (OP/BP 4.01), Natural Habitats (OP/BP 4.04), Forests (OP/BP 4.36), Pest Management (OP/BP 4.09), Physical Cultural Resources (OP/BP 4.11), Indigenous Peoples (OP/BP 4.10), Involuntary Resettlement (OP/BP 4.12), and International Waterways (OP/BP 7.50), which have been triggered for LENS2. The ESMF has been designed to describe the process that willaddress possible environmental and social impacts of all subprojects to be financed under LENS2 once specific locations and technical details of the selected subprojects will be identifiedduring project implementation.  The ESMFalsodescribes the safeguard screening and review process as well as safeguard actions to be carried out to mitigate the potential negative impacts while the annexes provide background information and technical guidelines for the preparation of site-specific Environmental and Social Management Plan (ESMPs) for a subproject. In light of a broader objective of LENS2, the ESMF presents the screening process in the main text while adopting most of the basic principles and mitigation measures designed for mitigating the potential negative impacts of the national protection areas approved for the PAW project as an annex.  Additional measures to safeguard potential negative impacts due to additional activities related to water resources and proposed to be covered under LENS2 (without being considered under PAW)have been added.

Community Engagement Framework (CEF). [25 November 2014]

Preface 

This document is called the Community Engagement Framework (CEF) for the Second Lao Environment and Social Project (LENS2).  The LENS2is the mergerof Protected Area and Wildlife (PAW) project and a set of additional activities for which additional financing is provided by the World Bank. LENS2 replaces PAW.

 The PAW CEF applied to sub-projects which work with communities in National Protected Areas (NPAs) in 5 provinces.  These NPAs had been created to protect biodiversity.  With LENS2, the geographical scope is expanded to protected areas created to protect upper-forested watershed in the 5 original provinces and an additional 3 provinces.  The nature of the work with communities is unchanged and therefore all of the elements and steps of the original CEF remain.

 This CEF is based on the original CEF prepared for the PAW project which incorporated all elements of a Process Framework (PF), a Resettlement Policy Framework (RPF), and an Ethnic Group[1]Planning Framework (EGPF) in a single document.

 The PAW CEF is fully in line with the WB’s safeguard policies on Indigenous Peoples (OP/BP 4.10) and Involuntary Resettlement (OP/BP 4.12), and was disclosed in final format through World Bank Infoshop on December 12, 2103and in Lao PDR on December 9, 2013on the Ministry of Natural Resources and Environment (MONRE) and on the Environment Protection Fund (EPF) websites.  This CEF replaces the so-called “PAW CEF”.

Given the similarity in the nature, scale and scope of project activities as well as of associated environmental and social impacts, it was considered appropriate that the original CEF would be updated and amended to provide operational guidance under LENS 2 on implementation of environmental and social safeguards that meet the Bank requirements as well as the national laws.  Like underPAW,this CEF will be used under LENS 2 as a means to ensure an effective engagement with local community as well as to comply with the OP/BP 4.10 and OP/BP 4.12 at the same time. The CEF is considered as an integral partto the Environmental and Social Management Framework (ESMF), which has been prepared in responding to the WB safeguard, polices that has been triggered for LENS2 (OP/BP 4.01, OP/BP 4.04, OP/BP4.09, OP/BP 4.36, OP/BO 4.11, OP/BP 4.10, OP/BP 4.12, and OP/BP 7.50).
